The answer to this question depends on the type of property you own. Smaller multi-unit apartment buildings tend to have a separate power meter for each unit but only one water meter & garbage account for the entire property. In that instance the owner would pay for the water & garbage and the tenant would pay for the power. There are some multi-unit apartment buildings with separate water meters, power meters and garbage accounts. In that case the tenant should be responsible for the water, power, and garbage utilities.
